Previous to the receipt of the instructions contained in your telegram No. 42 of the 10th instant, I had on two occasions spoken in that sense to his Excellency Liang Tun-yen in his capacity of President of the Wai-wu Pu.

I now propose to await the outcome of the negotiations in London, and on being informed of that shall again approach him in writing.
